The Voltaire Iniative
Memorandum of Understanding
Intended as a general framework for the establishment of technical and operational arrangements for the improvement of international packet services.
Shall comply with competition laws and shall not prevent or restrict commercial activities and shall not engage in matters which mignt be regarded as anti-competitive.
Members agree on an action plan of activities and to participate in meetings in order to progress work. Actions to be undertaken will be decided by consensus.
Members are responsible for their expenses, will publicize activities regarding the group and services provided.
Members can withdraw on written notice; MoU came into effect on March 1st 1993 and remains in effect for 3 years, renewable bases on mutual consent.
The signatories express their willingness to implement a set of agreed features and service options described in annexes to the Memorandum of Understanding.
The Voltaire Group is not exclusive and will welcome any public network operator sharing the objectives.
Membership to the Voltaire group is not hardware platform dependent although it is recognized that for some non standard advanced features, commonality of platform might be a distinct advantage.
The members meet at regular intervals to agree on the formulation of service objectives, procedures and implementation timeframes.
Whereas this MoU shall be open to any network operator who wishes to provide data services in co-operation with all other members of the Voltaire Group
Whereas each member is responsible for the territory it represents
Whereas the purpose of this MoU is to provide a non binding series of principles within which the Group may introduce additional service features to enhance the network capabilities of data services
Whereas the introduction of additional services requires concerted action
The Signatories Agree to the Following Articles
Article 1This MoU is intended to serve as a general framework for the establishment of technical and operational arrangements for the improvement of international data and Internet services.
Article 2This MoU shall comply with the relevant European Union rules concerning competition law.
Article 3This MoU shall not prevent, restrict or otherwise limit or obstruct the members in conducting their commercial activities, neither shall it provide for co-operation on any matter which may be regarded as anti-competitive.
Article 4The members shall agree on signature of this MoU an action plan of activities to be conducted, a copy of which is attached to this MoU (annex 2).
Article 5The members agree to participate in meetings as and when necessary in order to progress work which arises from this MoU.
Article 6The members agree that any actions to be undertaken will be decided by consensus at a meeting. Such decisions will then be communicated to the non-attendant members of that meeting who should, within 15 working days, signify their approval or disapproval of the suggested action. Should no response be received then this will be taken as tacit approval.
Article 7Until and unless the members mutually agree otherwise, each member will be responsible for its own costs and expenses.
Article 8The members should consult and take active steps to publicise information in their respective countries regarding the activities of the Group and the enhanced services provided.
Article 9Any member wishing to withdraw from this MoU shall give notice in writing to the other members.
Article 10It is intended that this MoU shall become effective on 1st March 1993 and shall remain in effect for a three year period renewable by agreement.

The Voltaire Group will undertake further study on the following networking features with a view to assessing the feasibility of providing services on international basis:
- Evolution of FR services (switched FR, Dial-up FR...)
- Evolution of ATM
- Multimedia International VPN's
